NATO: Lipset rikonceptim në mbrojtje dhe parandalim

Invazioni i Rusisë në Ukrainë e vendos NATO-n nën presion jo vetëm tani nga aktualiteti.

Edhe në perspektivë afatgjatë lufta do të bëjë që aleanca të rrisë masivisht kapacitetet e armatimit: në tokë, në det dhe në ajër.

Jens Stoltenberg godet tri herë tryezën me çekiç që pjesëmarrësit të përqendrohen. Sekretari i Përgjithshëm i NATO-s, një norvegjez, nuk e ka të lehtë këto ditë. Në rendin e ditës sërish është lufta në Ukrainë.

Të mërkurën (16.03) u mblodhën në Bruksel ministrat e mbrojtjes të 30 vendeve anëtare të aleancës. Të ftuar ishin gjithashtu edhe homologët e tyre nga Ukraina, Gjerogjia, Finlanda, Suedia si dhe përfaqësues të BE-së, që pjesërisht morën pjesë përmes lidhjes online.

Takimi konsiderohet si përgatitje për samitin e NATO-s në prani të presidentit të SHBA-së Joe Biden javën e ardhëshme.

Më së voni me fillimin e „luftës absurde” të Rusisë në Ukrainë, kështu e përshkruan atë Stoltenberg, Pakti i Atlantikut Verior duhet të përballet me disa pyetje. Në radhë të parë me kërkesën që e parashtron pareshtur presidenti i Ukrainës, Volodymyr Zelenskyj. P.sh. përse NATO nuk krijon një zonë të ndalim-fluturimeve mbi Ukrainë.

Edhe pse fare pak partnerë të NATO-s si Etsonia, vend fqinj me Rusinë, bëjnë thirrje për bllokimin e hapësirës ajrore mbi Ukrainë, aleanca deri tani e ka refuzuar me këmbëngulje këtë. Për të realizuar një zonë të tillë, avionët luftarakë të NATO-s do të duhej të fluturonin në hapësirën ukrainase dhe të qëllonin ndaj avionëve rusë.

Deri tani NATO gjithmonë ka theksuar, se nuk do të ndërhyjë direkt ushtarakisht në territorin ukrainas, thotë Linas Kojala, drejtor i Thinktank „Eastern Europe Studies Centre” në Vilna të Lituanisë. Një no-fly-zone partnerët e aleancës nuk do ta shtrojnë as në të ardhmen si opcion.

Jo trupa të NATO-s në Ukrainë

Ministrja gjermane e Mbrojtjes Christine Lambrecht theksoi në Bruksel, se natyrisht jemi të vendosur në anën e Ukrainës, por është e rëndësishme të ruhet arsyeja.”Ne duhet të bëjmë të qartë se kjo nuk është luftë, në të cilën merr pjesë NATO”, thotë Lambrecht. Qëllimi i aleancës duhet të jetë, të shmangë përhapjen e saj. 

Edhe nëse NATO dhe anëtarët e saj vazhdimisht bëjnë të qartë, që nuk do të përzihen vet në Ukrainë, sepse ky shtet është fqinj, por nuk është partner i aleancës, një gjë është e qartë: NATO nuk mund të vazhdojë si më parë pas 24 shkurtit, dita kur tanket ruse marshuan përtej kufirit në Ukrainë.

Sekretari i Përgjithshëm Stoltenberg tha të mërkurën, se „invazioni brutal” ndaj Ukrainës do të ndryshojë sigurinë në Europë, se lufta e Rusisë do të ketë pasoja afatgjatë për të gjithë aleancën.

Më shumë trupa në krahun lindor

Ndër këto pasoja afatgjata është fjala për çështje praktike: Sa trupa duhet të dislokohen dhe ku? Çfarë pasjisjesh ushtarake nevojiten? Sa duhet investuar? 

Por shtrohen edhe çështje parimore: Çfarë mund të bëjë NATO lidhur me mbrojtjen dhe parandalimin? Eshtë synimi i saj vetëm të dislokojë disa trupa apo në rast të një sulmi ndaj një vendi anëtar të mund ta mbrojë vërtetë atë?

Tony Lawrence nga Thinktank „International Centre for Defence and Security” në Talin në Estoni, thotë, se NATO deri tani është mjaftuar me trupa të vogla, të përbëra nga ushtri të veçanta të aleancës.

Sipas Jens Stoltenberg aktualisht janë rreth 40.000 burra e gra nën komandën e NATO-s në krahun lindor, kryesisht në Baltik dhe në Poloni. Që nga fillimi i luftës në Ukrainë janë gjithashtu edhe qindra mijëra ushtarakë në Europë të gatshëm për ndërhyrje, nëse është e nevojshme, shtoi ai të mërkurën në Bruksel.

“Meqënëse gjendja e sigurisë është përkeqësuar shumë më tëpër se përpara disa muajsh, NATO duhet ta trajtojë me shumë seriozitet, nëse mënyra e deritanishme e parandalimit ende është e përshtatshme për kohën sot”, deklaron Tony Lawrence në bisedë për DW. 

Sekretari i NATO-s Jens Stoltenberg nga takimi i së mërkurës në Bruksel dërgoi një sinjal, se gjërat do të ndryshojnë. NATO ndodhet përballë një realiteti të ri, thotë Stoltenberg. “Ne duhet ta riorientojmë afatgjatë mbrojtjen tonë kolektive dhe parandalimin.”

A është pengesë Akti Themelor NATO-Rusi?

Në tokë kjo nënkupton shumë më tepër trupa në krahun lindor të aleancës. Me një armatim më të mirë dhe gatishmëri për mobilizim më të shpejtë, nga njëra anë, nga ana tjetër në det më shumë anije luftarake, në ajër një mbrojtje kundërajrore dhe raketore më e fortë.

Mbrojtja kundërajrore është tani ajo që mungon në lindje të NATO-s, thotë Tony Lawrence nga “International Centre for Defence and Security”. “Lufta në Ukrainë po na tregon tani, se sa e rëndësishme është mbrojtja nga ajri.”

Sipas Linas Kojala nga Thinktank „Eastern Europe Studies Centre” në Vilna në këtë kontekst një rol luan edhe, që kufiri lindor i NATO-s është bërë më i brishtë.  “Bjellorusia është ndërkohë një krah i zgjatur i ushtrisë ruse, nuk është një vend i pavarur”, thotë Kojala. Kjo në radhë të parë, sepse ky vend i lejon Rusisë të lëshojë raketat nga territori i vet.

Se sa trupa do të dislokohen në të ardhmen nën komandën e NATO-s në Europë dhe kur, për këtë nuk u shpreh Stoltenberg, por ai bëri të qartë, që nuk e konsideron si pengesë Aktin Themelor NATO-Rusi. Deklarata e nënshkruar më 1997 nga NATO dhe Rusia, përcakton që NATO nuk lejohet të dislokojë afatgjatë trupa në kapacitete të konsiderueshme në kufijtë me Rusinë. DW

Në kuadër të Konferencës Ndërkombëtare të UBT-së, edicioni i 15-të ka sjellc në vëmendje sesionet e shkencave dentare (IC-DS 2026), të cilat po zhvillohen në Kampusin e UBT-së në Lipjan.

Konferenca Ndërkombëtare e Inxhinierisë së Ndërtimit përfaqëson një platformë të rëndësishme shkencore për prezantimin e hulumtimeve, shkëmbimin e përvojave profesionale dhe diskutimin e zhvillimeve të fundit në fushën e inxhinierisë së ndërtimit. Në kuadër të edicionin të 15-të të Konferencës Ndërkombëtare Shkencore të UBT-së, u mbajt Konferenca Ndërkombëtare për Mjekësi, Infermieri dhe Shkencat Teknike Mjekësore.

Kjo ngjarje mblodhi ekspertë, studiues dhe profesionistë të shëndetësisë për të diskutuar sfidat aktuale, hulumtimet shkencore dhe zhvillimet e reja në fushën e mjekësisë dhe kujdesit shëndetësor.
